Proposed Scheme.
1.
There shall be two schools, one for boys and the other for girls.
2.
The schools shall be managed by one Governing Body, to consist of seven members, four to be Chinese and to be elected by the subscribers, and the other three to be Government Officers:

A Building Fund shall be formed for purchasing site and erecting the buildings. Public subscriptions shall be invited from the wealthier Chinese who are known to be in sympathy with this scheme and ready to respond with a substantial sum; the Government to be asked to grant a donation in land or money equal to the amount subscribed.
4.
The fees of the boys' school shall be as follows:-
Junior classes $48 a year.
Middle $84 a year.
Senior $120 a year.
The fees for the girls' school shall be:-
Junior classes $24 a year.
Middle $56 a year.
Senior $60 a year.
5.
The Staff shall be sufficient to provide one European and Chinese teacher to every forty pupils.
6.
The Government shall be asked to maintain the School and administer it through the Governing Body.
It is anticipated that the excess of expenditure over revenue will not in the case of the
